This is just my opinion, but I don't mind being called "dear" or "hon" or on the other hand "ma'am". Most of the time it's just people being friendly. If it's someone being outright creepy, yeah I see why some people don't like it, but if a waitress or waiter just walks up to my table and says "what would you like, dear/hon/ma'am?", I'm not offended. Sorry about your boss getting on your case, OP, especially when you were just trying to be nice.
Yea, I don't like those terms of endearment coming from a complete stranger. I wouldn't consider it sexual harassment, but it's definitely rude.
