I'm going to make this very clear. Tipping isn't mandatory. But not everyone has the ability to work a job that pays minimum wage. The number of workers far outstrips the job availability. This isn't Europe where servers and other restaurant staff are professionals by trade and get paid as such. If you want to be an ass about it and not tip someone out of perceived reality, then don't. Just remember that someone prepares that food and they can very well mess with it and you'd never know who did it.
If that's the case, then the guy is still an idiot. I mean seriously, if you were a waitress and a customer tipped you 26 cents and gave you his number, you'd be pissed too. The guy is an idiot for even attempting that.
Oh he'll give you the rest of the 'tip' later.

did anyone ever think the the 0.26 tip is to even out the bill.? some ppl are ocd like that. i do it sometimes but ill also leave a cash tip.

I agree- call him up and bitch him out a bit. Do it from a pay phone so he doesn't have your number to harass you, but tell him that if he can't afford to tip he can't afford to eat out. If he stiffs you like that, it's actually costing you money- you get taxed on a percentage of the food you sell, because the government assumes that you'll get at least a 10% tip. Educate the fool!
And Code_Monkey, if she's a waitress (which I assume she is), then there is absolutely nothing wrong with her attitude. Waiters and waitresses make almost all their money from tips--their wages are next to nothing. It's also considered extremely bad form to tip less than 15%. So unless she is a truly terrible waitress, this guy is either clueless or incredibly rude.
