It's obvious how dangerous this third grader is, we have all been at this age and I don't think we didn't know that such behavior is not accepted.

If a kid did that to my dog I'd do the same right back to them. Shave half their hair off and then laugh at them.

Who was watching the child while you were out? Shouldn't they have been responsible enough to make sure the 3rd grader does not get into stuff like that?

It is completely acceptable in the English language to use the masculine form pronoun when unsure of the gender. With out getting into an equal rights argument when this rule came about men were considered dominant to women, and so when a gender is not specified the masculine form overrides the feminine form. This is common in most languages that lack a gender neutral singular pronoun.
