when I lived on a higher level I never bothered with the curtains unless there was a walkway outside the window

Don't repairmen typically knock and let the occupants know they're there before proceeding with work? It's one reason I keep my blinds down.
I can imagine; later that week, he "accidentally" threw a baseball through your window, so now he has to come fix the window again.
