Of course petting, brushing and toys didn't get him to stop. You're rewarding him for being loud by giving him what he wanted. If you want to wean him off this behavior, try ignoring him entirely, or using a plant mister something else harmless that he dislikes.
I don’t like this advice.. I just commented this but I actually think it’s lack of stimulation (hunting/playing.)
I had a cat once who didn’t seem to understand weekends. On the weekend when I would sleep in he’d meow at me to wake me up to feed him. I did and then the meow progressively got earlier and earlier until he was doing it before it even got light. I learned to ignore it and he eventually stopped.

my cats used to do this a lot. three tips for you, the first one being the most important; make sure you give your cat hunting exercise (playing) for 2 hours a day minimum. second, get your cat a motorized chaser for outside of the two hour hunting time in case they get energetic and need to play more. three, get a treat puzzle. those will keep your cat entertained for a while. your cat isn’t getting enough stimulation, so just pay attention to what your cat interacts with and lean into that- the motorized chaser and/or the treat puzzle. and there’s many other options for how to provide your cat with stimulating activities.
