As long as they aren’t staying outside, that outfit shouldn’t be a problem. I’ve lived in south Texas the majority of my life, and I dressed like that in high school (and still would if it were acceptable for someone my age). I never got heatstroke. In fact, the only real issues with that outfit are the color and the hoodie. It’s highly suggested that when outside in 90 or higher for long periods of time, you wear long sleeves and long pants because the clothes block UV rays and keep you cooler in the long run.
