Uh...car alarms don't go off for three hours...
How would you go on vacation and don't leave the car key to someone so if this would happen there's a way to turn it off . People dont think
Sooner or later the battery will die. Then it will be quiet. I would not bother to tell them about the alarm - let them figure it out when they have to go to work and the car will not start.
Have it towed. If the alarm is going for longer than one hour you have a right to do so.

I would call the police. They have ways to break into cars and could probably turn off the alarm.
Go break that car up! Although on a more serious note maybe you could try get in contact with your neighbors or ring the police to try sort it out.
