Can't see where you're from. If you mean English chips, with salt and vinegar, etc, then it could be that you're not really supposed to eat smelly food on public transport and this was his disgusting and rude way of letting you know his annoyance.

On some buses, people aren't allowed to eat. That was so crude of him though.

I can see where his annoyance is coming from, there actually is a rule on the buses where I live that bans bringing strong smelling food onto the bus. The amount of times I've had to share a bus with teenagers eating McDonalds and stinking out the whole bus sucks, especially when I'm starving. But spitting in their food is crossing the line.
