If they think it's THAT hard, then get the Department of Labor to help them out.
if you don't get it in a timely manner, tell HR it won't be 'very hard' to sue them.
Tell them how easy it will be to bring in a lawyer so you can sue them
As others have said, I'm sure the Department of Labor will be very happy to help them find a solution for this problem. Don't give the cheats who employ you any room to duck out on their responsibilities - And if they fire you or reduce your role/opportunities for having involved the DoL, that's retaliation and another report to the DoL. Keep that in mind, because I'm sure if they're trying to just "pooh-pooh" the issue of them not paying you, they'll be shady enough to try to punish you for getting authorities rightly involved.
