Before calling any paranormal investigators, take a bunch of photos, talk to your neighbor, look at your window from his window...do EVERYTHING you can to be sure it's not something earthly and mundane. The OP will look like an alarmist fool if this "child" in his window turns out to be a shadow caused by the furniture or a streetlight shining off a mirror or something else perfectly explainable. And there's always the possibility that the neighbor is a flake.

Agreed - 258. Also make sure to look at the history not only of the neighborhood but of the house too. Look for when the house was built originally. Any house that was originally built on that location could have underwent a fire or could have been torn down. So when you look for a history, go as deep as you can. Find out everything you can about who may have lived there, and if you can find pictures of little girls who lived there, take them to your neighbor and ask if any of them are the one she's seen.
