put the tracker on someones bags at the airport, or in a freightliner, or on a bird.

This might actually be illegal. I suggest a restraining order. Gps trackers can, and have been used in dangerous stalking. If you track your own stuff (I use airtags in my cars in case they get stolen), but on someone else’s stuff, it is considered stalking. No matter what the relationship is, it’s likely illegal what MIL is doing
