Sounds sketchy to me. I've never heard of a doctoral program that sells its courses a la carte. And $2000 sounds pretty cheap for a reputable institution. You're probably getting ripped off.
Not really, seminars are 1-2 credit classes. It is probably over $1000-$2000 per credit hour. Which is the norm for universities.
$2000 is your money to waste. You really should be doing your homework.
