Many professionals (like doctors, nurses, social workers and teachers) are mandated reporters; they are required to notify protective services if there is suspicion of abuse or neglect. However, this teacher has probably jumped the gun, and when CPS makes their visit there will be no further action, as they will find no evidence of abuse. Annoying and inconvenient, but the odds are in her favor.
Not only jumped the gun, but it was entirely baseless to contact social services in the first place. I feel like the teacher deferred to social services because it he/she thought it was easier than contacting and dealing with your typical parent who blows up in your face if you claim their child is anything but perfect. If this was the only thing that was out of place, ss resources would've probably been better spent on something else.
You're absolutely right, and another issue is that some mandatory reporters are fearful of missing a case of abuse, and possibly being fired over it, so they will just report anything that's a little out of the norm.
Not true. While there may be no problem, no abuse, nothing wrong going on, there are many cases where CPS has all the facts and yet won't let go of something. My daughter was accused of leaving her son in a car too long by CPS, on a day I know she couldn't have. She was with me and my wife all day long on that day. The grandson was with us too. Super little respect for CPS workers now.

How about fairly normal tween-age behavior? I'm from the generation that would roll up their skirts and pull out the lip gloss and eye shadow once we got to school. Most of us made it through middle school without getting pregnant (although there were a few girls who said a few extra prayers toward the end of the month lol)
I'm sorry, but I don't think there's anything normal about this 9 year old's behavior. Playing dress up at home or wearing lip gloss to school is one thing, but pretending daily in the real world that you have breasts when you don't and at an age when you shouldn't have them and no one expects to have them is just weird. Not only that, but she hides this behavior from her mother, which means she knows that it's unacceptable, or at least that her mother would not approve, yet does it anyway. But while it's true that teen pregnancy seems to be more prevalent in poor communities, I don't see how that's relevant here. And while this behavior doesn't necessarily mean this child will become a teenage mother if something isn't done, I agree that this behavior should be strongly discouraged. She is clearly trying to grow up way too fast.
Normal 9 year old girls have A cup breasts and wear bras. At least in Canada they do. I don't understand how you all see a problem with a 9 year old wearing a bra and lipstick. I always wore deep pink lipstick and a bra when I was 9.
What kind of teacher calls social services for that? I mean, couldn't she just ask you about it? Not like the kid has bruises or something
He's probably a virgin. I think he assumes that the push up and training bras are the same thing.

What she should be doing is playing with barbies and dolls. NORMAL LITTLR GIRL THINGS. Instead she is probably looking at celebrities and trying to copy what the "big girls" are doing.

This is a very sad commentary on the ways little girls feel pressured to grow up too fast. OP, this isn't a matter for Social Services, I'm sorry you went through that- but you need to help her understand she'll be a grown up for a long time and only a kid once....Good Luck!!
