Today, my wife asked me what I wanted for my upcoming birthday. Mindful of our budget, I said I just wanted to relax at home all day and then get a nice dinner with her. She blew up and yelled that I'm "using my birthday to be a lazy slug." FML

If you want to be a lazy slug for your birthday then that's what you want 🤷 I'd fill up on decent snacks, maybe snaffle up some of the Xmas party food that's appearing, buy a birthday cake and order your favourite take out while we binge watched your choice or beat the crap out of each other at Mario kart or something. Your wife is thinking about what *she* wants for your birthday, not what you want. That's shitty behaviour.

Mindful of budget is not an excuse. There are plenty of fun things to do that doesnt' cost so much. Obviously your wife was looking forward to some out time. (maybe not your first time of being mindful?)
