I guess if you have a relationship like that you'd try breaking up as painlessly as possible. Don't know, really.
In most places adoptive parent/child relationships are illegal. Step-siblings on the other hand are generally OK, apart from in a few US States.
Really, there's no problem, not even morally. Also, you've got the upper hand because you loved each other (and knew of this) before you became step-siblings.
You do realise you're still not blood related...
If You Think That They're Is A Connection Between You Two Then You Should Try For It, He Isn't Blood And It's Not Like You Two Grew Up Together As Brother And Sister. Try And Look At How You Feel About Him Then Talk To Him About It, And Possibly Your Mother If You Two Want To Peruse Something Further
one can not become your brother, even dough your parents live together you are not blood related

Well there's technically nothing wrong with it.
I've been there. I dated my moms fiancées son for 8 months. My mom and him ended up splitting up later so we were never related but most people still thought it was wrong, but he was gorgeous and we weren't raised as siblings so we didn't care :)
