I'm just going to assume it's something British (at least the name of it) and wait with you for one of them to clarify. Though based on the wording I'd assume it's something akin to a for sale sign.
It's for places that are up for rent
It's basically a sign saying "This place is available to be rented out". Why we call it "To Let" I don't know, but it's been that way for as long as I can remember and I hope it doesn't change due to Americanisms.
It shouldn't have to change #7 because there is some things we say and do in America that is different from another country. That type of stuff is what makes different country's unique(:
