For that distance I would have suggested faxing or mailing the forms (since for some reason emailing is never an option).
I've had mine emailed to me before, I had to print it, sign one page and then scan the entire thing and send it back. Just doing the one page I had to sign wasn't enough apparently. My new job mailed mine to me, and the office isn't even far from where I live. If it was hundreds of miles for OP they definitely should've sent them to them, but the guy hiring him was probably trolling. :/
Complain there has to be some sort of evidence that he was going to hire you and good luck man hopefully you get a job

That same thing happened to me before except I quit my other job to accept the new one. Thank god the new job understood and hired me again anyway
