When you are inconveniencing someone, it is your responsibility to call THEM back. What you did made it seem like you were inconveniencing the employer. Not good. At the very least, you should have called him back the instant you had your pen and paper. You would have redeemed yourself by showing responsibility and a genuine interest in the job. Now you know. Surely they would have mentioned where they were calling from? don't you know where you applied? call them back. We usually don't realise it but people at work have a lot of other things going on. They don't just sit around chasing you on the phone. But yeah, I wouldn't tell someone who has just called offering work to call back because you don't have a pen/paper to take details.
