I figured he meant he was keeping them both until they got boobs and then would keep the one whose were bigger... either way, as a child and youth worker, it's not ideal, but it is normal for boys to be "obsessed" with boobs, as it's seen as cute that they're so interested in them and everything when they're growing up. it's encouraged, whether it's done purposely or not.
