It's illegal to have brights on in a residential area. On a main street or highway it is allowed if no street lights are on Reason being is it disturbs the whole neighborhood

Huh. The only reason I can see it being illegal is if it's in the middle of a crowded city. Even the residential areas near me are surrounded by woods, and highbeams are usually the only way to avoid hitting a deer.
