Well, arguably, you're supposed to turn them down when you seen another driver. But if the police officer was behind you, then it wasn't necessary. I bet he was just trying to meet his quota. You should go to court and argue it.
One time I was driving on the freeway at night, there was a new car with new headlights. The headlights bother me a lot because it was too bright to see in front of me and I almost bumped into the car next to me because of that stupid new car. so I tried speeding or to get off the freeway. Luckily, that car got off first. Sometimes headlights can be TOO bright!
For everyone saying they don't know why cars have full-beam lights, it is for people who don't actually happen to live in a massive city where hardly ever leave. You put your lights on full when you're driving on the open road, and dip them if you are behind a car so they don't shine brightly onto their rear-vision mirror, or if you pass a car coming towards you. Its not illegal in New Zealand to have your lights on full in a built up area, but its a bit stupid if you clearly don't need them, street lights are bright enough!
