It is completely illegal to lock the resident out of their apartment. Regardless of whether or not they meant to do it to you or someone else, they need to give adequate notice and call the local police department if the resident refuses to leave, not take it upon their own hands to move them out. Since they took it upon themselves, you definitely can take this to court.

well i'm sure either you/they have insurance, and you can always take them to court, esp. to sue them for not only material but also "emotional" damages.
