Obviously depending on the situation and where you live this may not work... but if you live in a place that is cold enough it is illegal for them to turn off your electricity and leave you without heat regardless of your ability to pay. Pay your water and hope the electric company will help you out!
Your electric company may be able to prorate your bill or help you in another way. Try churches and charitable organizations. Do it before your service is cut - if it is then you must pay the full balance before having your service restored.

Call the electric and water company and make payment arrangements so you can keep them both.

Don't know about France but in England they can't cut your water because it's essential for life so I'd pay the electricity but obviously it may be different there.
