I do figure skating and have never heard of this. What type of competition was it? If it was a normal figure skating age and grade related competition falling is an automatic deduction of points. And, depending on your grade, you have to show you can complete certain elements and moves. If you don't complete the required moves in your routine you can get 0 points and not qualify. Perhaps you read the rules wrong? As this does not make any sense to a seasoned figure skater.
Where I've skated it is age as it is under 5s, 10s, 16s and then it's the adult category. And I've never experienced judging bias to that degree. That isn't to say it doesn't happen but I have never seen nor heard of getting zero points on a well executed performance just because the other people know the right people.
I appreciate that difficulty is taken into consideration, but being *last* for perfect execution makes no sense.
