Ok so here is an update, they canceled my $147 fine because I was using 100% legal us tender. However in order to pay off the $35 in pennies they had to either be rolled by the bank or I had to count them 1 by 1, so I rolled 'em.

Legally you can't refuse currency that bears the fiat of the land in which you intend to use it. You have a court case. BUT YDI because you violated parking laws by getting the ticket in the first place and you are a d-bag if you think you deserve 'revenge' for it.
You tried to get revenge for a parking violation you committed? You committed the violation, you had the $35, and your reaction to the entire incident was not to think "I should be more careful next time" but rather to think "How can I find the most irritating way to attempt to pay off this violation?"
The penny is legal tender. How on earth can they fine you for agreeing to pay the correct money?

get a lawyer. sue the town and pd. they can't arrest you for paying in pennies. its valid currency.

Get a lawyer. Its not illegal to pay with the smallest amount of U.S. currency. And, by law, they must accept it if they accept cash. Therefore, they created the nuisance by refusing your payment. Its a dick move, but sometimes people deserve it. Of course, if you had an attitude with them, they could get you for that.

A bucket full of pennies is a perfectly legitimate way to pay. They are legal tender. An idiotic way to pay would be like with sticks of gum.
