Ok so here is an update, they canceled my $147 fine because I was using 100% legal us tender. However in order to pay off the $35 in pennies they had to either be rolled by the bank or I had to count them 1 by 1, so I rolled 'em.

Yes, pennies are legal tender. But it's VERY annoying when people think it's funny to pay for something that's more than $1 in pennies. Especially when said pennies are not rolled up. I worked at a game shop years ago and this young gentleman bought some special edition PS3 (Metal Gear 4 one, I believe), extra controllers, games, and various other things. Very pricey purchase. I was expecting him to pay with a credit card. Then his friend entered the store with two storage buckets full of pennies, expecting me to count them all and accept it as payment. I think something in my brain snapped at that.... I had to explain why I couldn't take like $500 worth of pennies as payment and they caused a scene, yelling at me, abusing me, claiming it's legal tender and he'll call corporate if I don't accept it. I was new to the job, so this was scary. I almost had a nervous breakdown because I thought I'd be fired because of this maniac. Lucky for me, the manager called security to get those clowns to get the hell out. People, please, for the sake of our sanity, don't be stupid and pay for stuff with several pounds of pennies. Please.
so you parked illegally, then got upset over a ticket? find other ways to get even. I have used epoxy to seal up the key hole for the lock that opens parking meters. people can still pay to avoid tickets, but the city has to drill and replace the lock to get the money out. I have also soaked bills with sea water then fed them into machines - hoping to corrode something. but carrying a bucket of 3,500 pennies then standing there while they are counted sounds like an additional punishment for you.
Smart man *rolls eyes*- Because you screwed up you screw up the town, which means they need to replace machinery, which is done with not only YOUR money but the money of taxpayers. In reality all you're doing is perpetuating the problem and more than likely part of the reason that citation prices in your area get increased.
Well, personally, I like it when my tax money is spent on things like improving the roads I drive on or the schools my family goes to or paying the wages of the people who take care of these things. But I guess if you'd rather they spent your money instead on cleaning up after your tantrums thrown because you got punished for something you chose to do, then whatever floats your boat.
just so you know, the meter belonging to the city in question was not working. there was no bag over the meter signaling it did not work. the area was very crowded and not many spots were open. in fact, only spots with broken meters were. I told the city and they said they knew about it - and would "fix them soon", but had no plans to cover the meters or do anything else to alert people before they parked and fed quarters to the machine. why collect a mere dollar when you can issue a ticket for $15? oh yea, they knew about the problem for a week but the repair guy was "very busy". unwilling to revoke the ticket, I decided to get the broken meters fixed faster by preventing the city from being able to collect the coins. funny thing - after sabotaging the locks, the repair crews were promptly sent out! imagine that??
Why would you try to 'take revenge' on someone who is only there to collect the money? The clerk didn't give you a ticket, they didn't make the rules and they aren't the ones who illegally parked. You are a douche and totally deserved it.
Pretty sure a payment is a payment and if they don't have a sign sayin they don't accept cash that citation is illegal and you can get it dropped. What a bunch of ****** douchebags.

A bucket full of pennies is a perfectly legitimate way to pay. They are legal tender. An idiotic way to pay would be like with sticks of gum.
