Ok so here is an update, they canceled my $147 fine because I was using 100% legal us tender. However in order to pay off the $35 in pennies they had to either be rolled by the bank or I had to count them 1 by 1, so I rolled 'em.

I can't believe you was arrested for paying in pennies. if I was the officer I'd go against the bank for wasting police time. its legal tender so you should be able to pay in whatever method you want.

Even my bank won't accept pennies, unless they are all wrapped and I write my bank account info. on every single one of the rolls. Btw the people you're paying for the ticket are not the ones that wrote you the parking ticket to begin with. So, I hope they throw the book at you for being an asshole!
I've seen videos of people doing this with far larger amounts before. They have to accept it. If you were arrested you either have a good reason to sue, you were causing a scene (and are thus busted for something else) or the law works different in your state and you were dumb enough to try this without figuring out if it's legal where you live.

A bucket full of pennies is a perfectly legitimate way to pay. They are legal tender. An idiotic way to pay would be like with sticks of gum.
