Today, I ran over my neighbors' cat. I didn't want it to look like I killed it, so I put it under my other neighbor's car so it would look like they ran over it. The cat's owners were watching me. FML

They wouldn't have a leg to stand on, the cat didn't belong in a place it could get ran over. It is the owners fault, OP just shouldn't have been a douche about it. The post didn't say, I saw a cat, I hate cats, so I ran it over! The cat was most likely not seen.

^^ Yes they would. Cats, unlike dogs, are allowed anywhere. They also constitute as property. OP destroyed his neighbor's property and therefore has to pay for the cat.
