Today, I spent a hundred dollars on new "business casual" clothes and took two hours to get ready for my interview with a government agency. My interviewer was blind. FML

No one could have possibly guessed that outcome. The clothes could easily be used somewhere else. There's nothing wrong with taking time to look presentable. The most I ask is that every one would shower but some people decide disgusting others is more important. Breaking Benjamin is a horrifyingly bad band.

To everyone saying OP deserves it for trying to impress the interviewer with clothes: would you go into an job interview (at a gov't agency no less) wearing your typical casual jeans and t-shirt? Professional dress matters.

Even if he is considered legally blind, he could still see some.

If you got to see a receptionist, then it still matters. Sometimes the employer will ask a other employees who met you what they thought of you.

A blind person in the position to choose a job candidate likely has someone else silently judging the appearance, making sure you're presentable and well groomed.

well I'm assuming other people were able to see you so you still needed the right clothes.
