Unless your friend is a big fan of The Hunger Games series then making the Mockingjay symbol during their speech makes no sense and could be taken offensively or would at least be inappropriate. Being a fan of The Hunger Games, it would make me smile if someone (at least a friend) made that symbol if I made a speech but not everyone gets the reference. There were probably a lot of older people who don't know about The Hunger Games so it would be really awkward at the very least. Also, how does the Mockingjay symbol look anything like a Nazi salute? You must've done a really bad job at imitating it or something. Next time, make sure you at know what the hand gesture you're supposed to be making looks like before you do it in public.
