Go to the doctor you may have polycystic ovarian syndrome. Due to this you uterus may not be changing testosterone into oestrogen creating abnormal hair growth. If you catch it soon enough you can take a drug they use for diabetes that will stop further hair growth later in life. You should talk to your doctor as you will have a higher risk for ovarian cancer and uterine cancer later in life if you are not getting your cycle regularly.

It's a common problem in women from mediterranean (did I spell this right?) countries. But it can also be caused by a number of hormonal problems. You should visit your GP and get some blood tests or a recommendation to an endocrinologist. If the cause is a hormonal problem, it may be cured with medication or maybe the insurance will cover the laser hair removal treatment.

Well since OP is a woman growing hair on her chest, I just thought I'd say something about a group of women that often has problems with hair growing on their chests, so she wouldn't think she's the only one.

I'm going to be honest with you: I'm really not impressed by men's hairy chests. I have friends whose chest hair sticks out over the top of their undershirts.
I would talk to a doctor and see if you have PCOS, as that is one symptom of PCOS. I was dx'd with it last year.
