that's actually a myth, however you've even got the myth wrong. When you shave hair it appears to grow in darker because as opposed to growing in naturally and tapering to a point like normal hair, it has a blunt edged due to being cut by the razor. Waxing pulls the hair out at the root and therefore when it grows back would not appear any darker than the hair before.

This isn't Seinfeld lol, it apparently doesn't grow back thicker, it just looks that way because the individual hairs don't taper to a thin point, making it finer.
Darker, maybe, but not thicker. There are only a certain number of hair follicles capable of growing that sort of hair, so it can't really get thicker.
shaving does nothing to change your hair at all (except remove it of course!). the reason ppl think it grows back thicker and darker is bc @migglepop and people tend to start shaving in their teens, when their hair is naturally getting darker and thicker. OP: wax it!

it grows back darker because the sun hasn't bleached it at all yet. hair exposed to the sun is lighter. that's why roots are darker.

However, I will say that in general, ME women are a lot more anal about hair removal since it's a pretty big social requirement to NOT look like your boyfriend/brother/uncle Ted.
