Bleach should do the trick. If not bleach try battery acid.

I use diluted cider vinegar on my hair and have no smell issues. Though I don't just use vinegar. This is probably too late to help OP, but make a solution with a few tablespoons of baking soda and a cup or two of water. The baking soda will react with the vinegar left over and take care of the smell. That said, when I use it, I "wash" my hair with just a tablespoon of baking soda in a cup of water. Then I rinse my hair. Next I "condition" my hair with a tablespoon of cider vinegar in a cup of water. And then rinse. The vinegar after the baking soda clears them both out of my hair. It works very well, but it sounds like you just dumped straight vinegar on your hair, which is way too much.
I hope everything worked out! My graduation was much less than great to say the least so I empathize.

Apple cider vinegar is meant to be used as a diluted rinse. You rinse your scalp with it, and then shampoo and conditioner as normal. You could also use coconut oil and let that sit on your head for a few hours then wash because most likely you have a dry scalp or a fungus. ACV is used on horses for rain rot so if you have a fungus at least you know it'll clear it right up!
