Good landlord. But fish are pets. It really isn't about the fish but more about the tank and the possible damage the water could cause if the tank broke.

You dont even need a tank. They could just live in a cup of water. They are extremely small.

I would get them and not tell anybody. Its not like they will bark when nobody is home to alert nosy neighbors of their presence, or hop out of the tank and trash your apartment.

Why would you ask if you're allowed in the first place? Why not keep your mouth shut and keep them a secret? It's not like sea mokeys are hard to keep quiet...
