Not really related but sorta related thing I just need to throw out there: Those who have no respect for fashion can never call themselves artists. Cause I see so many people with the sloppy nonconformist look saying 'fashion is for conformists' but in reality fashion is one of the most unique, creative things out there.

our school has it as part of spirit week to prepare for homecoming lol. but otherwise wacky tacky day does tend to mean someone in like middle school or intermediate school, well something along those lines
we've also got spirit week, and we don't have middle school where i live. but when i was in elementary school, it was a private school. we've got spirit week at our school, but i've never heard of wacky tacky day.
Lol, this reminds me of when we had "Unofficial Nerd Day" at our school. A lot of kids dressed up with the usual get up: glasses, plaid shirts with front pockets, long khaki pants with high belts- including my bro. Walking back home from the bus stop with my usual group, I spotted one of my friends from behind wearing khaki pants and a plaid shirt. I ran up congratulating him- who was usually con-school -for showing school spirit. He hadn't been. He refused to acknowledge me for a week.
