Find the worst qualified people to interview, and then don't hire anyone. While you're doing this, look for a new job. What's your boss going to do? Fire you?

As mentioned earlier this may be a test for OP. your boss may have a promotion in mind so I'd think carefully before trying to screw anyone. Besides if you hire someone completely unqualified youd be screwing the new hire as well as your boss and potentially yourself.

I would sooner quit and walk out on the job before I would choose my own replacement. On the flip side you can hire someone who is a total idiot and stick that to them.
