If you were hurt by it, then you should have just ignored him until he came and greeted you. It's a bit rude if you were standing there and he walked straight past you to get to the dog. He should have greeted the one closest first. Or just get your own dog.

How long has he had the dog? Longer than he's been with you? I dunno, but if I had been overseas, the longer the relationship, the earlier the hug. Mom, dad, brother, cat 1, cat 2, best friend, friend, friend, friend, goldfish, cat 3. That's how it'd go.

I love my dog, but I always greet the people I love first. Sorry OP, maybe he's trying to send you a hint?
