Tell him to get a job to buy you a washer machine that has a low decibels. As to not upset him while the dishes are washed.

Now now, no need to dump him, he just have to be properly trained. Give him a piece of his favorite candy when he exhibiting proper behaviour and ignore him when he is not. Don't forget to punish when he is being just plain bad, like in this case. Use a spraybottle to spray water in his face, or bang two cookie sheets together right by his head. Or use my personal favorite; the shock collar. Like this: OP's boyfriend: "Keep it down with the dishes, you are being too looOOUUUCCCHHH" OP: "Bad boyfriend! Bad!"

Simply ask him, "Then why don't you do it?" That will make him shut up pretty quick.
