Actually, cats do often use ignoring as a way to manipulate people or show their displeasure. This is just an extension of that. My cat always plays hard to get and ignores me whenever I've been away for a while. They are accustomed to receiving a certain kind of attention and if they don't get it, they react by not giving any back.

My cat does that to my daughter sometimes. Or she'll hide in a place we can't get to. Cats are like that. They are anti-social and will deal with you when they want to. Don't take it personally.
