You can't always judge if someone is local just by their phone number. I have had the same cell phone number for years, and I currently live a couple hours from where it would be considered a "local number" You also have those that are off at college miles away from home, yet have their cell phone. In any case, it wouldn't be a bad idea to get to know the guy a little. If anything, he might prove to be a good friend. Just as long as you make sure you keep your guard up and don't do anything stupid before you get to know him a little better.
