That's not ACT policy. Only the person who caused the distraction is held responsible and would have their test destroyed. Unless of course no one admitted to it, then they might be forced to punish the entire room.
I'm surprised they didn't take the phones. When I took the PSATs and even for my friends who took their SATs we had to put out phones in a giant box in the back of the room
I would as a class have that person beat with a stick, unless someone in their family was dying.
I hope that person gets shunned by everyone else!
When I took my Biology EOI I was the last one not done and everyone ended up talking and the teachers did nothing. I ended up getting frustrated and just clicking random answers and failed it. I graduated high school so it doesn't matter lol
When I took the SAT we had to leave our bags on the other side of the room.

That's why these tests are effectively useless.
