Sounds like your mother doesn't know the definition of appropriate attire.
This was posted from Tunisia, so it's likely OP's mom needed the scarf to wear as a hijab. Had she gone without one, she would have been considered to be wearing inappropriate attire anyway. Could she have worn a different color than black? Maybe, but that may have been equally frowned upon. It seems like a losing situation all the way around for OP's mom.
