Call the police for endangering the dog's life. Have your brother banned from owning pets. I've seen fish sold on eBay, but not dogs. Did he have a buyer and was legally signed into a contract with to ship the dog yet? Better check that no one bid and take down the eBay auction link.

I'd definitely kick his ass and tell your parents do he gets an even bigger punishment.

I'd knock him out, tape him up in a box, and try to sell him online (eBay is probably not a good option for him, I'd think that's illegal and against the rules). That would be the only good revenge, in my opinion.
