Today, my puppy went missing. I found him, unconscious but thankfully alive, in a taped-up box with no holes. My little brother eventually confessed to doing it because he wanted to sell my puppy on eBay. FML

Your brother needs precautionary psychiatric care. If he doesn't show empathy toward a puppy to the point of actively harm it, that's a sign that something is not working well in his head. Better don't underestimate these signals, better safe than sorry. Plus, if he has harmed the puppy once he can do it again (or has already done it without you noticing) in other ways: he may feed him something poisonous, or kick it, or playing violently with it. I'm an animal rescuer for a charity and we see the most horrific things done to pets...

your job is important. thank you for everything you do. if you're an animal rescuer, you know monsters like this never change. the brother doesn't need mollycoddling, he needs a death sentence.

Meh. Just slap the boy upside the head and tell him -no euphemism - that animals in boxes without holes die from lack of air. Make sure he understands that his intent does not matter - his actions were an attempt to kill your dog. Then tell him to never again attempt to kill your dog.
