That's not an FML. It would be an FML if the flooding was after your stuff got delivered!
If you already have a signed contract you may be due some penal damages. Contracts are 2 way streets. You agree to pay, he agrees to provide. If he can't provide the housing you've contractually agreed to pay for you may be in a position to have him cover your expenses associated with this inconvenience. (State laws vary, in my home state a contract is valid only after an exchange of money, e.g, placing a deposit on the property.)
