I'd take it up with HR, or a lawyer. His actions could take his ass straight to jail, where people like him belong. If I we're you, I'd also sue him.
I can't believe your boss abuses his employees like this. And you're from Canada! Contact your union and get him fired - do it not just for yourself, but for your coworkers, who suffer under his "rule".
