Unless the guy in question has some sort of handicap and that you're jogging IN FRONT of their home all day... Even then, shouldn't tell YOU what to do.

He can't tell you where you can and can't jog, he doesn't own the sidewalk.
Don't shake the kid's hand
No one else has said it. The son has to be doing it out in the open, in front of a window. He can be arrested for that- if some young kids came by and saw him doing that, sex offender city. Tell the Dad he'll need to reign in his son.
If the window is chest level or higher no one would see anything inappropriate. He could also just be peeking though the blinds.
The son sounds like he has developmental issues. If you keep getting caught at age 28, you're not very creative. It might be wise to listen to the dad on this. Get some mace too.

What?! Tell your neighbor that if his son acts like a perverted voyeur then he needs to keep an eye on him. Who does that father think he is telling someone they can't jog in their own neighbourhood?
Judging by how his dad handles situations like this, can't say I'm surprised.
