Someone isn't reported actually missing until after 24 hours. The fact she called after 2 hours even though you specifically said 4 hours is pretty terrible. Over protective parents are really annoying.
If OP is a minor in the US s/he doesn't necessarily have to be gone for 48 hours.

that is so embarrassing
Your moms a ******* moron
I've always heard that you can't report someone as missing until they've been missing for 24 hours.
Unless the person is a minor or unable to take care of themselves, then you have to wait 24 hours.
Common myth for the most part. According to Utah's own .gov website: "THERE IS NO WAITING PERIOD TO REPORT A MISSING PERSON. It is mandatory with many federal laws that the report be taken immediately and entered into NCIC within 2 hours for missing persons under the age of 21. (Protect Act, Suzanne’s Law, and the Crime Control Act of 1990) There are no federal or state laws regarding reports on adults." Source: http://bci.utah.gov/missing-persons/bci-forms/
Myth probably started from people not registering someone could be missing until the next day (at least for adults). Kids on the other hand you'd have a feeling about if they're an hour or so late and you can't reach them. Situation depending.
Mother love.
Did she tell the cops to disregard the situation, and pay the false call out fee?
Generics are cruel...that may be you in 20 years.
