What kind of application did you fill out? I mean very rarely jobs are 21+ unless it's home delivery and set up...
I have personally never filled out a job application that didn't ask for date of birth. And I have filled out a lot of applications for many different companies. I've never heard of it being illegal for employers to ask for age or date of birth. And yes I have lived in the United States my entire life.

They can ask you your age. If your job requires, say, selling booze, they're REQUIRED to know your age. Someone in HR needs to get educated instead of just being paranoid.
They can ask you if you are at least a certain age, not specifically what age you are.
Don;t you have your age on your resume, anyway? Apparently, reading the comments, its illegal to ask an applicants age in the US (I'm in Australia). But that doesnt stop you from offering that information on a document such as your resume.
Most interviewers aren't allowed to ask your age because it can be seen as discrimination. But, your age is usually somewhere on the application anyway (they usually ask for your date of birth just to verify who you are). Maybe it's a small company that messed up the application. Still an incredibly dumb way to go about it, though. Sorry, OP! Hopefully you'll find another job soon.
I had this happen to me earlier this year. They had a copy of my ID, social security card, and birth certificate plus I had to put my birthday down on countless paperwork yet they didn't realise I was under 18 until they'd already gone through a month of waiting to start me and a week of training. On the brights side they said I had a job there if I ever wanted to come back after I turned 18.
