No one can force someone to work when they are sick, and if your position is on the line for not showing up, take it up with HR. OP, I suggest you do let HR know because the manager clearly does not have his priorities straight and it seems to me that he is not ashamed of letting everyone know why he let the one he fancies get away with her lame excuses.
